How much does it cost to jump start your car if you don't have AAA?

My city is installing speed cameras to increase revenue. I’ve never driven in an area with these cameras and I’m wondering how these cameras can exist, especially if they can’t see who’s driving. Can speed cameras actually see who is driving the car?

I’m looking into buying my first electric car, but I’m confused as to how the specs work since an electric motor is so different from a regular combustion engine. Are electric cars still rated with horsepower?
