Can speed cameras see who is driving?

My city is installing speed cameras to increase revenue. I’ve never driven in an area with these cameras and I’m wondering how these cameras can exist, especially if they can’t see who’s driving. Can speed cameras actually see who is driving the car?

Many states and cities have legalized speed cameras to curb

and generate revenue, so this isn’t a shocking event. Interestingly, speed cameras cannot see who is driving. They only record the license plate and then send a ticket to the registered owner of the vehicle.
The legal debate rages on about whether speed cameras should exist, namely because you could get a speeding ticket even though your friend, grandma, or spouse was driving.
