Can electric cars drive in the carpool lane in Arizona?

I live in Arizona and I was hoping that an electric car would make my commute to work more efficient in more than one way. Obviously, it would save me the money spent on fuel, but I heard that electric cars are also eligible to use the carpool lane, even if there’s only one passenger on board. Is this true?

At one point in time yes, it was true that energy-efficient vehicles such as hybrid and electric cars were allowed unrestricted access to the HOV lanes in
Arizona
per the Energy Efficient Plate Program. This was a program created by the Arizona Department of Transportation to incentivize more drivers to look into getting an eco-friendly car.
Unfortunately, as of 2020 this program was discontinued in order to comply with federal regulations.
