Why won't GEICO cover me in a hit and run?

I ran a red light the other day because the pavement was wet. I pleaded my case to the cop, but I still got a ticket. Will this go on my permanent driving record?

An acquaintance that I know divulged to me the other day that he hasn’t had a driver’s license in years. While I don’t like to stick my nose in other people’s business, I believe this to be dangerous, especially since he drives everywhere. Can I anonymously report someone for driving without a license?

I currently have a 660 credit score, but I'm not sure if it's good enough for an auto refinance. I currently have a 12% interest rate on my car, though, so I really want to get a better rate.
