Why does New Jersey have so many tolls?

My friends and I are planning a road trip, part of which will involve crossing New Jersey. As I was doing research, I realized our entire route through New Jersey involves tolls. Why are there so many tolls in New Jersey?

Despite the nickname “The Garden State,”
New Jersey
can feel overwhelmingly urban—especially given there are three major, tolled highways that intersect the state:
  • The Garden State Parkway (172 miles long)
  • The New Jersey Turnpike (148 miles long)
  • The Atlantic City Expressway (44 miles long)
