I was pulled over the other day for not signaling, and the cop threatened to give me a moving violation. Is not signaling considered a moving violation?

Failure to signal is considered a moving violation in many states.
A moving violation is a breach of the law committed by the driver of a vehicle while the vehicle is in motion. Since you were in motion at the time of the violation, you could be charged with a moving violation for failing to signal properly.
The rules and penalties surrounding moving violations vary from state to state. In California, a ticket for failure to signal will result in a fine of $238 and one point added to your driving record.
Here’s what the California law says about making a safe lane change:
You must wait until it is safe to make a lane change.
You must use the correct signal at the proper time before making a lane change.
