Whether you can flat tow a Ford Explorer depends on the year it’s from. While the Explorer isn’t necessarily meant to be flat towed, certain models can be. You can flat tow:
A 2010-2019 Ford Explorer if it’s 2WD with either a 3.5- or 3.7-liter engine
A 2005-2009 Ford Explorer if it’s 4WD and has a tow kit
A 2003-2004 Ford Explorer if it’s rear-wheel drive or 4WD with a tow kit
