Can my car insurance require me to submit my plates to the DMV if I remove coverage from my vehicle?

I have a car I only drive during warm weather. Since I don't need coverage in the winter, I asked my insurance company to remove it from my policy. They said I would be required to submit its plates to the DMV. Why?

“Apart from Virginia and New Hampshire, every state has a
minimum amount of car insurance
required.
This means that if your vehicle is registered to operate on the road, it’s required to carry insurance. This is often known as
liability car insurance
. If you choose to remove insurance while your vehicle is still registered, you could face fines and fees.
Most states require car insurance companies to report any lapses of insurance to them. If your vehicle is still registered, you may end up facing fees or in some cases, a suspended license.
If you only drive the vehicle during the summer months, you may want to consider finding a storage-only policy shop around for a new insurer. As you likely have low annual mileage, you may qualify for discounts with other companies. You could also look into a
pay per mile insurance policy
.
