Can I join USAA if I'm not in the military?

I heard USAA has good service and insurance rates.

“If you aren’t in the military yourself, you may still be able to join
USAA
.
If you are a spouse or child of someone who is an active or former military member, you may be eligible for membership. Your spouse or parent must be a USAA member for you to also join.
If you don’t have a spouse or parent who is in the military, you won’t qualify for USAA membership or their products and services.
Even if you can’t join USAA, you may be able to find a carrier that offers comparable rates. The easiest way to do this is to request
car insurance quotes online
with several carriers.”
