Can I get car insurance if I'm 23 and only have a permit?

I’m doing some traveling in Illinois to visit family, and I signed up for a Pay By Plate account so I wouldn’t have to worry about toll roads. But I’ve been on the road for a week now, and I’m not seeing any toll charges show up on my bank account. How long does it take for Illinois tolls to post? I don’t want to get any late fees!

When I purchased my Wrangler a year ago, my dealership said they couldn't add gap insurance because I'm in the military. My friend just bought their car and the dealership allowed them to add gap insurance, even though they're in the military as well. Was I lied to?
