Do some states forbid distant student discounts for car insurance?

Do any states prohibit distant student discounts? My son just moved all the way to Michigan to start college! We'd love to keep him insured, but my husband said that Michigan law might prevent insurance providers from offering distant student discounts.

“Distant student discounts are legal in every state but they may not be offered by every provider.
Each insurance company must also file all its rules, guidelines, and discounts with its state’s insurance commissioner. If this type of discount isn’t filed and approved for the provider, it can’t be an option for their customers.
Students are also required to meet a strict set of prerequisites in order to apply for distant student discounts. Specifically, most students must be:
  • Enrolled full time
  • Under 23 years old
  • Attending college at least 100 miles away from home
  • Without access to a vehicle covered by your policy
