Why doesn’t New Hampshire have a seat belt law?

I feel like every state should have laws regarding seat belts, but New Hampshire doesn’t. Why is that?

The motto of New Hampshire is “Live Free or Die,” which helps explain why many of its laws are so lenient. While

isn’t exactly without a seat belt law, it is one of the most lax in the country.
In New Hampshire, only individuals under 18 are required to wear a seat belt by law. This is unlike most states which require every person to wear a seat belt in the front seats and children to wear a seat belt in the rear seats.
