I am looking at my insurance policy, and it says my comprehensive and collision deductibles are $1,000. That is too high; I can't pay that much! Why can't it be lower?

The deductible is the amount you agree to pay to fix your car in the event of a claim. The lower the deductible is, the higher the cost of the coverage.
You might have chosen a higher deductible at the start of the policy to save money. The good news is the older your car gets, the lower the premium for collision and comprehensive coverage.
You may want to think about having a lower ($250 or $500)
