Since you’ve done this easy fix before, helping with your brother’s car should be a breeze! The 1999 Cadillac Deville fuel pump relay is inside the under-hood fuse box that’s next to the engine. When you open the box up, you should see a diagram that labels each relay and it will indicate where the fuel pump relay is.
