When did electric cars become popular in the USA?

I like to buy American products to keep all the money I can in the country. My family is in the market for a minivan, and with limited numbers produced, the Chrysler Pacifica is about the only American-made option (assuming it’s made here). Does Chrysler produce the Pacifica in the U.S.?
