What's the difference between surrendering your license and it being suspended?

I have a medical condition that required me to surrender my license for a few years. Is this considered a license suspension? Is there a difference between a surrender or suspension?

“The difference between surrendering your license and a suspension will depend on your state’s DMV. However, in most cases, surrendering a license is voluntary while a suspension is required by law.
A voluntary surrender is typically due to a medical condition or moving states. While your license is technically suspended when you surrender it, it doesn’t have the negative impact a license suspension has.
A license suspension is usually due to an excessive amount of tickets, violations, accidents, or driving uninsured.
Since these are all negative events, having a suspended license or prior suspension can also significantly impact your
car insurance
rate. While you should only need to take a test or speak with the DMV to get your license back after a voluntary surrender, more is required when it’s suspended.
Many states require that drivers with suspended licenses carry
SR-22 car insurance
