What is named non-owner car insurance?

What does named non-owner car insurance mean? I don't have a car but I often borrow a friend's vehicle. He doesn't want to add me to his policy, but his insurance company told me I should get named non-owner car insurance.

“Named
non-owner car insurance
is a car insurance policy that covers you when you’re driving cars that you don’t own.
This
liability coverage
will pay for injury and property damage to other people’s vehicles if you’re at fault in an accident.
It will also allow you to drive any car with your
car insurance
coverage, provided you have permission to drive the vehicle.”
