What shackles are on a truck is part of the suspension system, connecting the springs to the frame.

The suspension system on a truck is fairly complex. In addition to springs, shackles help by preventing bottoming out and allowing the spring length to change as the truck moves over different types of territory. Shackles flex to share the load with the springs. They can also contribute to lift.

Think of it this way: If you drive over a speed bump, the shackles help the springs absorb the shock. In other words, the shackles allow the tires to remain on the ground. This produces a smooth ride for the driver while protecting the vehicle from damage.
