Should I take out a supplemental liability insurance policy if I don't have car insurance and I'm renting through Hertz?

I was planning on taking a three-week trip, but I'm worried about insurance coverage. Should I take the supplemental liability insurance from Hertz, or do I have other options?

The first option is to take Hertz’s supplemental
liability coverage
, as it covers you for up to $1 million in both property damage and bodily injury.
The second option is to get
non owners car insurance
with the same coverage limits as the Hertz policy. This can be a good option if you rent or borrow cars on a semi-regular basis.
