Is Nebraska an at-fault state?

I was involved in a fender bender at a four-way stop sign. It happened fast, but I’m certain that the other driver was texting when our cars made contact. I want to have a better understanding of how this ordeal will be handled, which is why I’d like to know: is Nebraska considered an at-fault state?
