While you’re right that the interstate is tolled in certain areas, I-90 is not a toll road in Pennsylvania.
I-90 is tolled most of the way east of Illinois, but there are no tolls while driving through Pennsylvania. Once you enter New York, tolls apply again.
The only toll road in Pennsylvania is the Pennsylvania Turnpike, which is considered to be the most expensive toll road in the world. If you avoid the Turnpike, you’ll be able to avoid any toll roads in Pennsylvania!
