That’s great you’re helping your brother with the research part! Delaware has many incentive programs available where drivers can save up to $10,000 with both federal and state incentives.
The Delaware Clean Vehicle Rebate is not a tax credit, instead, it’s a cash rebate that requires you to apply within 90 days after you buy your vehicle. This is a rebate for vehicles purchased or leased before June 30, 2022,. In order to be eligible, the total vehicle price before tax must not exceed $60,000.

Delaware Electric Cooperative
Beat the Peak Program gives drivers a $200 billing credit with the purchase of an EV and an additional $5 monthly credit for owners who don’t charge during peak times. To receive the credit owners download the ChargePoint App and must have a ChargePoint Home electric charger that is connected to wifi. The app and the charger will track usage during peak times so you can get the credit.
On top of state incentives is a federal tax credit which—depending on your vehicle’s battery size—could earn you up to $7,500 in savings.
