Do backseat passengers have to wear a seatbelt in Ohio?

I got stopped for speeding the other day when I was on my way to a movie with friends. The cop wrote the ticket and then scolded me for my backseat passengers not wearing seatbelts. He said he’d let me off with a warning. Should they have been wearing a seatbelt?

The police officer probably warned you because riding without a seatbelt is dangerous no matter where you’re sitting in the car. However, legally, backseat passengers over the age of 14 do not have to wear seatbelts in Ohio.
