Can you talk on the phone while driving in Iowa?

I’m in the market for a new car, and I’ve always loved the funky look of the Kia Soul. Where I live doesn’t get tons of snow, but we get an occasional snowstorm that makes driving pretty difficult without 4-wheel-drive. Does the Kia Soul come in an all-wheel-drive option?

I work an overnight shift and spend a lot of time driving at night. I don’t usually mind, but the dash lights on my 2017 Honda CRV EX are incredibly bright and distracting. Is there a way to dim the dash lights on my CRV?

Will I get a refund on my health insurance since I didn't have an opportunity to use it yet? I started a job with benefits at the beginning of the year. Unfortunately, I was laid off last week and didn't have a chance to go to the doctor yet.
