Can you take a National rental car into Canada?

My brother wants to rent a car for us to go to Canada. Does National allow this? It's one of the only rental car companies in our area.

“National Car Rental allows you to drive across the border into Canada in most cases. However, they don’t allow certain vehicles to cross the border, including:
  • Exotics or specialty cars
  • Large passenger vans
  • Cargo Vans
Before signing the rental agreement, let the agent know you plan to drive the vehicle to Canada. They may have additional restrictions or require additional information. They’ll also likely require that you carry their
rental car insurance
or provide proof of your own policy.
Cross-border travel into Canada also requires a Canadian non-resident insurance card, which acts as proof of insurance throughout the country. Ask at the rental counter for one of these cards before you depart.
