Can you purchase insurance without a driver's license in Hawaii?

car insurance
companies will not insure you without a license, although no law states that they can’t offer you a policy.The reasoning behind the decision to deny you coverage is purely from a risk standpoint. You legally can’t operate a vehicle, but if you’re insured, the temptation to do so puts you in the high-risk category.
That’s a double-edged sword that’s difficult to overcome. If possible, get your license and avoid the hassle.”
