Can you help me figure out North Carolina's confusing driver's license rules?

I haven't had a license for a while and just moved to NC. I want to get a license and buy a new car. Since I don't have current insurance, they say I have a "fleet restriction" until I get my policy. What does that mean? Can I test-drive cars at the dealership?

“North Carolina does have very different rules than other states in regards to getting a driver’s license.
Since you don’t have an active insurance policy right now, having a “”fleet vehicles restriction”” is the state’s way of stopping you from driving around uninsured. This means that you can only drive vehicles from commercial vendors like car rental agencies, who will require you to purchase insurance from them.
Test-driving may be different since dealers usually have their own type of insurance for uninsured drivers. It would be a good idea to call a few dealerships and explain the situation; test-driving should be fine.
