Can you get pulled over in a parking lot?

My dad wants to teach me how to drive before I get my driving permit, but I’m paranoid. If we’re driving in an empty parking lot, can’t I still get pulled over?

Generally, most states don’t consider private parking lots “public roads,” so you’re relatively safe from getting ticketed for a driving infraction. Learning to drive in an empty lot is commonplace and, honestly, not a huge cause for worry.
But don’t take that advice and run with it. While something innocent like learning to drive a car isn’t too worrisome, engaging in illegal activities (like drinking in your car while parked or spinning some donuts)—even in a private parking lot—could have law enforcement questioning you and issuing a ticket or citation.
