Hmm, that’s quite the predicament. The answer is almost always no. You can not rent a vehicle without a valid driver’s license.
If you’ve simply misplaced your license, you can go to the DMV and immediately get a temporary license while your new ID is being mailed to you. This temporary license is usually valid for renting a vehicle.
There is only one exception to rent a vehicle without a driver’s license: Disabled people without a driver’s license may be able to rent a vehicle, but they must have a surrogate driver with a valid license.
