Can a car dealer cancel a sale in California after I've owned the car for a month?

Can a dealer cancel a loan after a month? A car dealer I purchased a car from in California over a month ago wants me to return the car after a month because financing fell through.

“The dealer did a spot delivery, which means they gave you the car without having financing secured.
If they asked for the car back within 10 days in writing, you’d have to give it back. But since it’s been a month, you’re under no obligation to return the car.
Instead, the car dealer will have to work out some sort of new financing. Don’t be rude about the process; it’s somewhat standard.
Just go in and see what rate you can get, or shop around for a
new car
loan on your own.”
