Are neon underglow lights legal?

Customizing your car sure makes it uniquely your car! In general, it is legal to install neon underglow lights. However, they must remain covered and unlit on public roads. The lights must also not flash or include red or blue colors.
The restrictions may vary from state to state and are in place for several reasons:
