Can you live in one state and have car insurance in another?

I live in a state with really high insurance rates. Would it be possible to get my car insurance in a state where it's more reasonable?

No, you cannot live in one state and have car insurance in another. The insurance must be for the state you live in and the state the vehicle is registered in.
